Canada’s Unacceptable Response to the Historic Peace Agreement

The Federation of Canadian Turkish Associations welcomes the historic peace agreement signed between Armenia and Azerbaijan in the United States. This agreement represents a long-awaited opportunity to end decades of conflict in the South Caucasus and to bring lasting peace, stability, and prosperity to the region.
Therefore, the statement issued by Global Affairs Canada on August 10, 2025, titled “Canada Supports Long-Term Peace, Stability and Prosperity in the South Caucasus”, has caused serious concern within our community. Instead of offering clear and strong support for an agreement reached in good faith by both countries, the statement adopted a cautious and indecisive tone; it even limited itself to merely “noting” the dissolution of the OSCE Minsk Group, which for decades failed to deliver peace.
In diplomatic language, to “note” something usually means to avoid taking a stance. At such a historic moment that requires decisive leadership, this passive phrasing sends the wrong message not only to the parties committed to peace but also to Canadians who expect their government to support genuine peace efforts. Even more concerning is that the tone of the statement appears to echo the rhetoric of certain partisan diaspora lobbies in Canada rather than reflect Canada’s commitment to neutrality and peace.
The Federation of Canadian Turkish Associations calls on the Government of Canada to take the following steps:
Publicly and explicitly declare its full and unconditional support for the peace agreement signed between Armenia and Azerbaijan.
Clearly state whether Canada supports the dissolution of the ineffective OSCE Minsk Group and the establishment of more effective mechanisms for peace.
Explain why such weak and non-committal expressions were chosen at a moment that required leadership and moral clarity.
Outline the concrete steps Canada will take to make a meaningful contribution to lasting peace and stability in the South Caucasus.
Peace in this region is in everyone’s interest. Canada’s role should be to strengthen agreements that end wars not to question them or to echo the rhetoric of partisan lobbies.
